1. Business introduction:
某客戶從美國CESSNA公司以進(jìn)口集裝箱的形式進(jìn)口飛機(jī)套件,以整機(jī)名義申報(bào)進(jìn)口,套件到中國工廠組裝后試飛交付給使用單位。2013-2017年主要針對(duì)中國境內(nèi)客戶銷售,2018年與越南客戶達(dá)成合作意向,越南客戶從客戶處采購一架組裝下線的Cessna 208 CARAVAN,類型:單發(fā)渦槳式多用途輕型飛機(jī)。2018年12月確定執(zhí)行交付任務(wù),要求12月底交付完成,客戶負(fù)責(zé)交付到越南河內(nèi)國際機(jī)場。飛行路線是:欒城—正定—長沙—河內(nèi),我司負(fù)責(zé)石家莊地面服務(wù)和長沙出境報(bào)關(guān)報(bào)檢。
A customer imports aircraft kits in the form of imported containers from Cessna company in the United States, and applies for import in the name of the complete machine. The kits are assembled in the Chinese factory and delivered to the user after test flight. From 2013 to 2017, it was mainly sold to customers in China. In 2018, it reached cooperation intention with Vietnamese customers. Vietnamese customers purchased a Cessna 208 caravan from customers, which was assembled offline. Type: single engine turboprop multipurpose light aircraft. In December 2018, the delivery task was determined to be carried out. The delivery is required to be completed by the end of December, and the customer is responsible for the delivery to Hanoi International Airport in Vietnam. 1.正定調(diào)飛,所需辦理工作有A、航空器降落,接機(jī);B、航空器加油,機(jī)務(wù)人員進(jìn)場;C、航空器調(diào)飛,美籍飛行員入場;難點(diǎn)是與我司對(duì)接的機(jī)場部門,如是貨物出口申報(bào),需貨運(yùn)部門負(fù)責(zé),如是航空器調(diào)飛,需機(jī)場指揮中心負(fù)責(zé);
2.長沙地面,需注意:A、地面負(fù)責(zé)航空器調(diào)飛的地勤公司務(wù)必提前與報(bào)關(guān)公司溝通好,做好航空器出境備案(備案所需文件見下);B、地勤公司需做好海關(guān)、邊檢、商檢的三檢匯報(bào)工作,并按照出口貨物方式申報(bào);
3.長沙艙單申報(bào),航空器備案后,出口艙單才能錄入,航班號(hào)才能顯現(xiàn)在海關(guān)系統(tǒng)中(在長沙遺留的問題是,美國N號(hào)航班號(hào)不能申報(bào)艙單,最終以航班號(hào)空的形式申報(bào)的,日后石家莊申報(bào)需注意);
4.出口報(bào)關(guān),原產(chǎn)地報(bào)美國,因?yàn)榇思茱w機(jī)進(jìn)口時(shí)是以整機(jī)申報(bào)的,并且注冊(cè)的飛行編號(hào)是美國N號(hào)。
注意事項(xiàng):
1.此次出口,選擇在長沙報(bào)關(guān),下次運(yùn)作可嘗試在石家莊按照一體化出口報(bào)關(guān),長沙配合發(fā)送運(yùn)抵?jǐn)?shù)據(jù)模式。
2.出口操作前,需提前一周確認(rèn)航線,并明確地勤公司,與地勤公司直接聯(lián)系,做好航空器備案工作。
3. points for attention
1. For the positive setting of flight adjustment, the necessary handling work includes A. aircraft landing and pick-up; B. aircraft refueling and mobilization of maintenance personnel; C. aircraft transfer and mobilization of American pilots; the difficulty is the airport Department connected with our company, such as cargo export declaration, which shall be in the charge of the freight department, such as aircraft transfer, which shall be in the charge of the airport command center;
2. For Changsha ground, attention shall be paid to: a. the ground handling company responsible for aircraft transfer must communicate well with the customs declaration company in advance, and make a good record of aircraft exit (see the following documents for the record); B. the ground handling company shall make a good report on the three inspections of customs, border inspection and commodity inspection, and declare according to the export goods mode;
3. Changsha manifest declaration, after the aircraft is put on record, the export manifest can be entered, and the flight number can be displayed in the customs system (the problem left in Changsha is that the U.S. flight No. n can't declare the manifest, and the final declaration is in the form of flight No. empty, Shijiazhuang declaration needs to pay attention in the future);
4. For export declaration, the origin shall be reported to the United States, because the aircraft is declared as a complete machine when it is imported, and the registered flight number is U.S. n.
Matters needing attention:
1. For this export, we choose to declare in Changsha. For the next operation, we can try to declare in Shijiazhuang according to the integrated export customs, and Changsha cooperates in sending the arrival data mode.
2. Before export operation, confirm the route one week in advance, make clear the handling company, directly contact with the handling company, and do a good job of aircraft filing.
